Chalkdraw (Free for iPad; Free for iPhone/iPod Touch) Coloured chalk on Blackboard. 12 different colours, can change thickness. Can add shapes and import images. Does have ads.
PaintSparkle (Free for iPad; Free for iPhone/iPod Touch) Paint with the tools and as you pick a colour, it says its name, as you paint it sparkles. Does have advertising. I like it particularly as it will help young children to learn their colours and draw at the same time. Does have a lot of in-app purchases as well.

Adobe Ideas (Free for iPod Touch/iPhone; Free for iPad) Good variety of drawing tools including Paintcan. Has layers. Can import images in. Can set up an account and it will save all images online, can be accessed from multiple devices. The best free, most comprehensive art app I have found so far.

Artrage ($2.59 for iPhone/iPod Touch; $6.49 for iPad) Paint, draw, use a roller, crayons, chalk and many tools are available in this fantastic drawing programme.
